Mr. Saito graduated from the University of Southern California and went to work at one of Deloitte & Touche in 1987. In his position there, he performed audits and reviews of international companies of various sizes and industries such as construction, import and export, manufacturing, wholesale, warehousing, and etc.
He planned and supervised concurrent engagements, provided training and supervision for staff accountants, performed technical research and quality assurance, reviewed internal controls, and presented financial information and suggestions for improvement to management. He also prepared corporate and individual income tax returns.
Mr. Saito joined Hotta Liesenberg Saito (formerly, Hotta & Company) in 1992 and became a shareholder and partner in 1995. In addition to the traditional services of audit, review and tax engagements, he also performed a variety of business advisory services for clients. These services include operational audits, reorganization assistance, merger and acquisitions, litigation support, and representation of clients before government agencies. His experience and technical expertise in providing both accounting and advisory services have helped many companies add significant value to their organizations.

In 2002, Mr. Saito joined a subsidiary office for HLS, HS Liesenberg Co., Ltd., in Tokyo, Japan. He developed business relationships with several multinational corporations expanding their businesses in Japan and works closely with those companies to find creative solutions to their business and accounting problems. For one multinational industrial and finance company, he managed a project to create a web-based system to control the company's accounting processes and expense reporting.
Recently, Mr. Saito has taken on projects to review and improve Japanese local governments' accounting systems and performance measurements. He has been invited to speak to several city governments in Southern Japan about reducing costs and increasing efficiency through outsourcing processes to private companies. His work in this area led Miyazaki University to ask him to be guest lecturer on the challenges of making government entities more operationally efficient.
